and it is preferable that such incident should occur inside British territory, to obviate any firing across the border-line which would doubtless lead to assertions

that the firing was started by us.

The position of affairs as regards the general trade of the Colony is becoming very serious. Ordinary business is practically at a standstill while overhead charges are running on, and, unless there is shortly some change for the better, it is probable that a number of firms will be driven into bankruptcy. I attach copies of telegrams which were addressed by the local

Chamber of Commerce on the 22nd and 23rd July to the

China Association in London. The reference in it to the

paralysing of British trade is no exaggeration.
